Apologies if this is documented somewhere, I have had a good search and cannot find anything relating explicitly to Premium Storage, only blob.
Is this possible at all?

Hello,
it seems that Premium Storage is just a disk service for Azure VMs. It cannot be accessed via an API over the Internet.
Your premium storage will appear as a disk in the VM, such as drive C: or D:. To copy data to the VM remotely, you can use a VPN or install a server such as an SFTP or FTP server in the VM.
