Can I share encrypted backup files with others?

I back up a directory of personal files to Backblaze B2. Files and filenames are encrypted. Is it possible to provide a link to a specific file on the backup to my friend, so that it may be downloaded (self-decrypted) without passing along the password I use for backing up directory?

no, this is not possible. The purpose of the encryption is the opposite of sharing.

You need to do the sharing separately, without encryption.

The purpose of the encryption is the opposite of sharing.
The purpose of encryption is to prevent access from snoopy cloud service providers and those who would take advantage of vulnerabilities within the cloud service. Nothing more. I choose with whom to share my content. Thanks anyway.

Of course. Surely you have heard of passworded PDFs. This request is no different. It's just a matter of key exchange.
