I'm trying to upload a file to an SFTP server, but along the way the error occurs.
Failure.: Could not open dest. file, cannot resume at 00000000016F0A19.CP: TGGetOrPutEX:Failure.: Could not open dest. file, cannot resume)
Every random moment the error occurs. It's a server or internet connection problem. Server is Serv-U.

Can you try TGPuttyLib?
The error "Failure" is from the FTP server. You should check the server logs too. And send a complete log file to support@syncovery.com.
Maybe the drive on the SFTP server can't hold a 9 GB file? For example, older FAT file systems can't. Or the drive could be full.

I changed it to TGPuttyLib and it gave an error. There is a lot of free space on the server, ReFS file system.
I sent logs to email.
